Language of Hatred
The society’s strongest weapon against hate speech is the criminalisation of incitement to racial hatred, which limits the freedom of expression by prohibiting threatening and disdaining comments. This is a report by Civil Rights Defenders (former Swedish Helsinki Committee) about national and international legislation and practice in cases of incitement to racial hatred (in Swedish).
Freedom of Expression brings responsibilities and obligations. The right to express one’s opinion does not mean that it is acceptable to hurt or insult others. This booklet published by Civil Rights Defenders (former Swedish Helsinki Committee) in 2005 talks about how the difficult borderline between the permitted and the prohibited has been drawn.
